Most were Holocaust survivors who had no legal immigration certificates for Palestine. The Royal Navy boarded her in international waters and took her to Haifa, where ships were waiting to return the migrants to refugee camps in Europe Aliyah Bet was the code name given to illegal immigration by Jews, many of whom were refugees escaping from Nazi Germany or other Nazi-controlled countries, and later Holocaust survivors, to Mandatory Palestine between 1920 and 1948
